Dual Citizenship

Saint Lucia fully permits dual and multiple citizenship. A foreign national who acquires Saint Lucian citizenship through naturalization or investment is not required to renounce their existing nationality. Similarly, a Saint Lucian citizen who naturalizes abroad retains their Saint Lucian citizenship unless they formally renounce it. This open policy reflects Saint Lucia’s alignment with other Eastern Caribbean states on the issue of multiple nationalities and its interest in maintaining diaspora ties.


Acquisition of Nationality

By Birth (Jus Soli)

A child born in Saint Lucia acquires citizenship at birth if at least one parent is a Saint Lucian citizen or lawful permanent resident at the time of birth. Birth on Saint Lucian soil to two foreign nationals temporarily present does not automatically confer citizenship.

By Descent (Jus Sanguinis)

Citizenship is transmitted to children born abroad when at least one parent holds Saint Lucian citizenship at the time of birth. Registration of the child’s citizenship is typically required. The right of transmission by descent applies to the first generation born abroad; subsequent generations may face additional requirements to establish or maintain citizenship.

By Adoption

A child lawfully adopted by a Saint Lucian citizen may be registered as a citizen of Saint Lucia. The adoption must comply with Saint Lucian law or be legally recognized in Saint Lucia. Adopted children are treated equivalently to biological children for citizenship registration purposes.

By Marriage

Marriage to a Saint Lucian citizen does not confer automatic citizenship. A foreign spouse may reside lawfully in Saint Lucia and apply for naturalization once the required residence period has been completed. There is no shortened pathway purely by virtue of marriage, though the spousal residency permit facilitates accumulation of qualifying residence time.

By Naturalization (Residency)

Foreign nationals may apply for Saint Lucian citizenship after 5 years of lawful ordinary residence. Requirements include:

  • 5 years continuous or near-continuous lawful residence
  • Good character — no disqualifying criminal record
  • English language ability (Saint Lucia is English-speaking; no standardized test administered)

This is Saint Lucia’s most distinctive and strategically interesting CBI investment route. The investor purchases zero-interest, non-transferable government bonds that are held for a mandatory lock-up period and then returned in full.

Key mechanics:

  • The bonds earn zero interest
  • After 5 years, the principal is returned in full to the investor
  • The bonds are non-transferable and non-pledgeable during the lock-up period
  • The true cost is the opportunity cost of USD $250,000 locked at 0% for 5 years, not the face value of the investment

Why this matters: For an investor who can park $250,000 for 5 years and values the time-value calculation, the actual net cost of citizenship may be lower than the NEF contribution. Using a conservative 4–5% annual opportunity cost on $250,000 over 5 years implies an “effective cost” of roughly $50,000–$62,500 in foregone returns — significantly less than the $100,000 NEF cash contribution. For investors with large liquid reserves who are not constrained by locking up $250,000, the bond route is often the rational economic choice.

Comparison to NEF: The NEF at $100,000 is gone permanently. The bond at $250,000 returns the full amount after 5 years. An investor with a 5-year horizon and available liquidity may mathematically prefer the bond.

Family Inclusion

Loss of Nationality

Involuntary Loss

Saint Lucian citizenship acquired by naturalization or CBI registration may be revoked if:

  • The holder engages in activities seriously prejudicial to the vital interests of Saint Lucia
