Dual Citizenship

No. The UAE does not permit dual nationality as a general rule. Under UAE Nationality Law (Federal Law No. 17 of 1972, as amended), a UAE national who voluntarily acquires a foreign nationality automatically forfeits UAE citizenship unless prior approval was obtained from the Council of Ministers.

Critical exception: The UAE government has, on a discretionary basis, granted UAE nationality to select high-value foreign investors, scientists, doctors, artists, and professionals of exceptional talent while allowing them to retain their original passport. These are individual ministerial decrees and are not part of a formal, open program. Recipients are typically nominated — they cannot apply directly.

For foreign nationals acquiring UAE residency (including via the Golden Visa), there is no path to dual citizenship through a standard investment route. The Golden Visa grants long-term residency only, not a pathway to naturalization.


Acquisition of Nationality

By Birth (Jus Soli)

The UAE does not recognize birthright citizenship (jus soli). Children born on UAE soil to foreign parents do not acquire UAE nationality, regardless of the circumstances of birth. Only children born to a UAE national father acquire citizenship at birth.

By Descent (Jus Sanguinis)

UAE nationality is transmitted patrilineally (through the father only):

  • A child born to a UAE national father acquires UAE nationality automatically, regardless of the mother’s nationality or country of birth.
  • A child born to a UAE national mother and a foreign father does not automatically acquire UAE nationality. The child may apply at age 18 if born in the UAE and raised there, subject to ministerial approval.
  • There is no multi-generational descent provision comparable to European jus sanguinis regimes.

By Adoption

The UAE does not recognize formal legal adoption under Islamic law (kafala guardianship exists but does not confer citizenship).

By Marriage

A foreign woman who marries a UAE national may apply for UAE nationality after 7 years of marriage (reduced from prior requirements), subject to:

  • Maintaining the marriage throughout the application period
  • No criminal record
  • Renunciation of prior nationality upon grant (dual citizenship not permitted)
  • Ministerial approval

Foreign men who marry UAE national women do not acquire any preferential path to UAE nationality.

By Naturalization (Residency)

Standard naturalization is extremely rare and is not a practical route for most foreign nationals. Requirements:

General (non-Arab nationals):

  • 30 years of continuous legal residency
  • Arabic language proficiency
  • No criminal record
  • Renunciation of prior nationality
  • Minister of Interior recommendation and Council of Ministers approval

Arab nationals (citizens of Arab League states):

  • 7 years of continuous legal residency
  • Arabic is the native language (no additional test required)
  • All other conditions apply

In practice, naturalization is almost never granted on the basis of residency alone. The government exercises full discretion and typically uses naturalization as an honorary distinction for individuals deemed to have exceptional value to the UAE.

Discretionary Nationality Grants (Special Talent Program)

Since 2021, the UAE has expanded a policy of granting nationality by ministerial decree to:

  • Doctors and medical researchers
  • Scientists and engineers
  • Intellectuals, artists, and authors
  • Investors of exceptional economic value
  • Specialists in strategic fields

These grants are nomination-based (via UAE government entities, executive councils, or rulers’ offices). Recipients may keep their original nationality by explicit decree. This is the closest the UAE comes to a “by investment” pathway — but there is no formal application process open to the public.

Discretionary Nationality for Exceptional Talent

Status: Active (expanded 2021)

The UAE Cabinet approved in January 2021 the extension of UAE citizenship to select foreign nationals in strategic categories. Unlike a formal CBI program, this is entirely discretionary — nominations come from the Cabinet, emirate-level executive councils, and the Rulers’ offices of Abu Dhabi, Dubai, Sharjah, and other emirates.

Categories include: investors, entrepreneurs, scientists, physicians, engineers, artists, and athletes. No public application portal. Estimates suggest a few hundred grants per year, not thousands.


Investment Pathways

Citizenship by Investment (CBI)

Status: Not Available.

The UAE does not operate a formal, open citizenship by investment program. There is no investment threshold at which a foreign national can directly purchase UAE citizenship. The discretionary nationality grants described above are sometimes loosely described as “citizenship by investment” in the media, but they are nomination-based and not accessible through any public process.

Anyone offering to sell UAE citizenship for a fixed price through a legal route is misrepresenting the program. The UAE government has periodically warned against fraudulent citizenship schemes.

Residency by Investment (RBI) — Golden Visa

Status: Active (major program)

The UAE Golden Visa is the flagship investment immigration product and one of the most attractive residency programs in the world, primarily due to the UAE’s zero personal income tax environment.

Legal basis: Cabinet Resolution No. 56 of 2018 (as amended); updated 2022 to expand eligibility and lower thresholds.

The Green Visa is not an investment visa — it is an employment/income-based visa. No path to citizenship.

Standard UAE Residency Visas (Non-Investment)

For reference: most foreigners in the UAE hold standard 2-3 year work or residence visas tied to an employer. These require employer sponsorship and must be renewed. They do not confer any path to citizenship.

Important 2023 update: Free Zone companies that earn “qualifying income” (primarily from transactions outside the UAE or with other Free Zone entities) remain at 0% corporate tax. Companies earning income from Mainland UAE are subject to 9% CT on those profits.

Loss of Nationality

Voluntary Renunciation

UAE nationals may renounce their citizenship voluntarily by application to the Ministry of Interior, subject to not rendering themselves stateless.

Involuntary Loss

UAE nationality is lost automatically in the following circumstances:

  • Voluntary acquisition of foreign nationality — without prior Council of Ministers approval (the most common cause)
  • Serving in the military or security forces of a foreign state without UAE government permission
  • Working for a foreign government in a capacity that harms UAE interests
  • Making false declarations on the naturalization application
  • Conviction for crimes against state security

Naturalized citizens (as distinct from citizens by birth/descent) face additional grounds for revocation: fraud in the application, criminal conviction within the first 5 years, or joining an organization hostile to the UAE.

Recovery / Resumption

Individuals who lost UAE nationality due to involuntary acquisition of a foreign nationality (e.g., through a parent’s naturalization while they were minors) may apply for reinstatement through the Ministry of Interior. Reinstatement requires renunciation of the foreign nationality.
