Dual Citizenship
Yes — Vanuatu fully allows dual and multiple citizenship. No renunciation of existing nationality is required. Citizenship obtained through the Development Support Program (DSP) is permanent, passes to children, and can be renewed as a passport indefinitely.
Vanuatu citizenship has become particularly popular among Chinese nationals (including Hong Kong residents), Russian nationals, and investors from countries with weak passports — primarily for the Schengen visa-free access, UK visa-free access, and the straightforward offshore tax environment.
Acquisition of Nationality
By Birth (Jus Soli)
A person born in Vanuatu acquires citizenship at birth if:
- At least one parent is a citizen of Vanuatu, OR
- The person would otherwise be stateless
Vanuatu applies qualified jus soli — birth on territory alone does not automatically confer citizenship to children of foreign nationals.
By Descent (Jus Sanguinis)
Citizenship is transmitted through either parent. A person born outside Vanuatu to at least one citizen parent may be registered as a citizen by descent. The registration must be made before the person’s 18th birthday in some circumstances.
Children born to DSP-obtained citizens (i.e., the investor’s children born after citizenship is granted) are Vanuatu citizens from birth.
By Adoption
Children adopted by Vanuatu citizens acquire citizenship upon legal recognition of the adoption under Vanuatu law.
By Marriage
A foreign national married to a Vanuatu citizen may apply for citizenship after 5 years of marriage and 2 years of ordinary residence in Vanuatu.
By Naturalization (Residency)
Standard naturalization requires 10 years of ordinary residence in Vanuatu.
Requirements:
- 10 years lawful continuous or substantially continuous residence
- Renunciation of previous citizenship (note: Vanuatu allows dual citizenship on the receiving end, but some applicants’ home countries may require renunciation)
- Adequate knowledge of Bislama, English, or French
- Good character
- No serious criminal record
Reduced Residency Categories
| Category | Requirement |
|---|---|
| Spouse of citizen | 5 years marriage + 2 years residence |
| DSP investor | No residency required |
| Distinguished service to Vanuatu | Ministerial discretion |
Preferred Pathways
| Your Situation | Standard Requirement | Preferred | Legal Basis |
|---|---|---|---|
| DSP investor | 10 years residence | 0 (no residency) | Citizenship Act (Cap. 112); DSP regulations |
| Spouse of citizen | 10 years residence | 5 years marriage + 2 years residence | Citizenship Act |

Where Your Passport Opens Doors
| Destination | Access |
|---|---|
| Schengen Area (26 countries) | Visa-free |
| United Kingdom | Visa-free |
| Ireland | Visa-free |
| Russia | Visa-free |
| Singapore | Visa-free |
| Hong Kong | Visa-free |
| Malaysia | Visa-free |
| Indonesia | Visa-free |
| Brazil, Argentina | Visa-free |
| Pacific Islands | Visa-free or visa-on-arrival |
| ~98 countries total | Visa-free or visa-on-arrival |
Notable limitations: No visa-free access to the United States, Canada, Australia, New Zealand, or Japan. These require separate visa applications regardless of Vanuatu citizenship. The passport is primarily valued for its Schengen and UK access, not for global breadth.
Special Clauses & Programs
World’s Fastest CBI Program
The Vanuatu DSP is consistently recognized as the fastest citizenship by investment program in the world. Processing times of 30–60 days from application submission to passport in hand are routine — faster than any comparable program. No interview is required, and the entire process can be completed without the applicant ever visiting Vanuatu.
No Taxes
Vanuatu is a zero-tax jurisdiction for personal income:
- No personal income tax
- No capital gains tax
- No inheritance tax
- No wealth tax
- No gift tax
There is no annual reporting requirement for foreign assets. For investors who also relocate to Vanuatu, the tax benefits are substantial — though the program does not require relocation.
Schengen Visa-Free Access
Among Pacific island nations, Vanuatu’s EU Schengen visa-free status (granted in 2015) is a major distinguishing factor. Most Pacific island passports do not have Schengen access. For Chinese, Russian, and Middle Eastern investors who lack Schengen access on their primary passport, this is the primary driver of Vanuatu’s popularity.
Affordability
At approximately $130,000 USD total for a single applicant, Vanuatu’s DSP is one of the most affordable CBI programs in the world that includes Schengen access. By comparison:
- Dominica (cheapest Caribbean, Schengen-free): $100,000+
- St. Kitts and Nevis (Schengen access): $250,000+
- Malta (EU citizenship): €600,000+
Concerns: Due Diligence Standards
Vanuatu’s program has faced criticism for less rigorous due diligence compared to Caribbean programs. The EU has warned Vanuatu on multiple occasions about due diligence gaps. In 2022, the European Parliament called for suspension of visa-free travel for Vanuatu passport holders due to concerns about individuals with criminal or sanctions exposure obtaining Vanuatu citizenship. Vanuatu has strengthened its process in response, but the program’s reputation for thoroughness remains lower than Caribbean alternatives.
Risk note for applicants: Some higher-risk applicants (individuals from sanctioned countries or with PEP exposure) may find their Vanuatu citizenship does not fully “work” — i.e., border control in some countries may conduct enhanced screening for Vanuatu passport holders. Applicants should evaluate whether the passport will deliver expected access.
Investment Pathways
Citizenship by Investment (CBI)
Program Name: Development Support Program (DSP) Legal Basis: Citizenship Act (Cap. 112); Development Support Program regulations Status: Active Administering Body: Vanuatu Citizenship Office / Vanuatu Financial Services Commission
The DSP is a non-refundable government contribution. There is no real estate component, no fund investment, and no ongoing asset management — simply a one-time contribution, a background check, and a passport. This simplicity is central to the program’s speed advantage.
Option Comparison
| Applicant Configuration | Total Cost (USD, approx.) |
|---|---|
| Single applicant | $130,000 |
| Couple (main + spouse) | $150,000 |
| Family of 3 (couple + 1 child) | $165,000 |
| Family of 4 (couple + 2 children) | $180,000 |
| Each additional child (under 25) | $15,000 |
Costs include government contribution + standard government processing fees. Agent fees (~$10,000–$20,000) are additional.
Detailed Cost Breakdown (Single Applicant)
| Item | Amount |
|---|---|
| Government contribution (main applicant) | ~$80,000 |
| Government processing / admin fees | ~$5,000 |
| Due diligence fee | ~$5,000 |
| Certificate fee and passport fee | ~$1,500 |
| Agent / legal fees (estimate) | $10,000–$20,000 |
| Total estimate (single) | ~$130,000–$145,000 |
Note: Exact government fee components are set by the Citizenship Office and subject to revision. Consult a licensed agent for current fee schedules.
Due Diligence
| Stage | Description |
|---|---|
| Tier 1 | Authorized agent pre-check |
| Tier 2 | Vanuatu Citizenship Office review |
Vanuatu’s due diligence is a 2-tier process — significantly less intensive than the 4-tier processes used in St. Kitts and Nevis or Malta. Background checks are conducted, and persons with serious criminal records, sanctions exposure, or active Interpol notices are supposed to be rejected. However, the program lacks the depth of vetting used by Caribbean programs.
Physical Presence Requirements
None. No visit to Vanuatu is required at any stage:
- No interview
- No in-person submission
- No physical presence to maintain citizenship
- No travel to Vanuatu to renew the passport (renewal handled through agents)
The entire process is handled remotely through licensed authorized agents and the Vanuatu Citizenship Office.
Family Inclusion
| Dependent | Eligibility |
|---|---|
| Spouse / registered partner | Yes |
| Children under 18 | Yes |
| Children 18–25 (financially dependent, full-time student, unmarried) | Yes |
| Parents | Not standard — may require separate application |
| Grandparents | Not standard |
| Siblings | Not standard |
Family inclusion is more limited than Caribbean CBI programs. Parents, grandparents, and siblings typically cannot be included in a single DSP application, unlike St. Kitts or Antigua.
Passport Power
| Henley Passport Index rank | ~52 |
| Visa-free destinations | ~98 |
| Schengen access | Yes — visa-free |
| UK access | Yes — visa-free |
| EU access | Schengen visa-free (90 days in any 180) |
| US access | No (visa required) |
| Australia/NZ access | No (visa required) |
| China/HK access | Hong Kong visa-free; mainland China requires visa |
Recent Developments (2024–2026)
- EU scrutiny ongoing: The European Parliament’s 2022 resolution calling for suspension of Vanuatu’s visa-free status has not been enforced as of 2026, but remains a risk. Applicants should monitor EU-Vanuatu relations
- Enhanced due diligence 2023–2024: Vanuatu strengthened its screening in response to EU pressure — processing times increased slightly as a result
- Pricing stability: DSP pricing has been relatively stable, making it attractive in a market where Caribbean programs have raised prices
- High Chinese demand: Vanuatu remains exceptionally popular among Chinese nationals (both mainland and Hong Kong) who value Schengen and UK access; this volume has strained processing capacity at times
Residency by Investment (RBI)
Vanuatu does not have a formal standalone Residency by Investment program. However, there are several residency pathways:
Residence by Investment (informal):
- Foreign nationals who invest in Vanuatu (property, business) may be granted residence permits
- Property ownership does not automatically confer residency — a separate application is required
- Long-term investors who establish genuine residency can eventually naturalize after 10 years
Investor Residence Permit:
- Available to foreign investors who establish businesses or purchase property in Vanuatu
- No formal published minimum investment threshold for the general residence permit
- Annual renewal required
- Does not count toward naturalization unless ordinary residence is established
Business & Entrepreneurship
Company Formation
| Primary entity | International Company (IC) or local company |
| Formation timeline | 1–3 business days |
| Minimum capital | No statutory minimum for ICs |
| Foreign ownership | 100% permitted |
| Annual reporting | Minimal for ICs |
Vanuatu offers International Company (IC) registration through the Vanuatu Financial Services Commission (VFSC). ICs are a popular offshore vehicle, benefiting from:
- No corporate income tax on offshore income
- No public register of beneficial owners (some privacy maintained)
- VFSC oversight provides legitimacy without heavy compliance burden
Tax Overview
| Personal income tax | 0% |
| Capital gains tax | 0% |
| Inheritance tax | 0% |
| Wealth tax | 0% |
| Corporate tax (domestic income) | 0% (Vanuatu has no corporate income tax) |
| VAT | 15% (Value Added Tax on local transactions) |
| Withholding taxes | None on dividends, interest, royalties for non-residents |
| OECD CRS | Vanuatu participates — some financial information exchanged |
Vanuatu is a full zero-tax jurisdiction — no income tax at all, for individuals or corporations, on any source of income. This is more comprehensive than many other offshore jurisdictions. The tradeoff is limited OECD/FATF credibility and limited access to banking in major financial centers.
FATF status: Vanuatu has been on the FATF grey list on and off — applicants should verify current status, as grey list status can affect correspondent banking and wire transfers.
Banking & Financial Infrastructure
- Local banks: Bred Bank Vanuatu, ANZ Vanuatu, BSP Financial Group (formerly Westpac), National Bank of Vanuatu
- International transfers: Available but slower and with more scrutiny than major financial centers
- Account opening for CBI holders: Possible but requires proof of connection to Vanuatu; not as straightforward as Caribbean programs
- Offshore banking: VFSC-licensed banks offer offshore accounts; quality and correspondent bank relationships vary
- Practical limitation: Many CBI holders obtain the passport purely for travel/lifestyle, not for banking in Vanuatu — they maintain banking in their home countries or in Singapore, Dubai, or other major centers
Key Programs & Incentives
- Vanuatu Investment Promotion Authority (VIPA) — promotes and facilitates foreign investment; can expedite permits
- Tourism incentives: Duty concessions for approved tourism projects; growing sector post-COVID
- Agricultural concessions: Tax and permit incentives for agricultural investment
- No land ownership for foreigners: Foreign nationals cannot own land in Vanuatu (it is owned by indigenous Ni-Vanuatu); land is available on 75-year leasehold terms. This is a significant practical limitation for real estate-based residency
- Free Trade Zone: Port Vila and Luganville have designated free trade areas for manufacturing and export
Loss of Nationality
Voluntary Renunciation
A Vanuatu citizen may renounce citizenship by submitting a declaration of renunciation to the Minister responsible for citizenship, provided they hold another citizenship. Renunciation is not permitted if it would cause statelessness.
Involuntary Loss
Citizenship may be revoked if it was obtained by:
- Fraud, misrepresentation, or concealment of material fact — particularly relevant for DSP applicants; the Citizenship Office retains authority to revoke if post-grant information reveals grounds for rejection
- Acting in a manner grossly contrary to the interests of Vanuatu
- Service in the armed forces of an enemy state
The government has revoked citizenship from several hundred individuals in recent years (particularly 2021–2023) in connection with concerns about foreign criminal activity — a reflection of the ongoing international scrutiny of the program.
Recovery / Resumption
Former citizens who renounced or lost citizenship may apply for re-registration at the Minister’s discretion. Each case is assessed individually. Reinstatement after revocation (due to fraud) is generally not available.
